Jimmy McGovern was born in 1949 in a large family of nine children. He left school at sixteen and worked in several factorys before becoming a bus conductor. He took any such jobs to support his wife and three children. He began training as a teacher in 1979 but within three years he began writing for the Liverpool soap opera, Brookside.

Having written powerful, controversial storylines for the soap, he left Channel 4 to begin work on his own projects and in 1992 he wrote the first episode of Cracker.

The Cracker series demonstrated McGovern's fearless ability to pick a taboo subject and portray it in a disturbingly realistic way. A lot of his work reflects his own life at one point or another, the gambling addictions of Fitz, in Cracker are but one example. His other dramas including Priest, Hearts And Minds, The Lakes and the award winning Hillsborough followed the same, unmistakable McGovern pattern.

The 1995 dockers dispute prompted McGovern to tackle another controversial issue that no-one else would seemingly approach. He worked closely with a group of Liverpool dockers and their wives and produced a screenplay about the industrial dispute at the docks, which lasted for more than two years, and how it affected the dockers and their families.
